Structure of Government Accounts

আমরা প্রত্যেকেই উপার্জন করি ও খরচা করি ।সেই রকম দেশ তথা রাজ্যের উপার্জন ও খরচের একটি নির্দিষ্ট একাউন্ট থাকে।

এই বিষয়টি ভালোভাবে জানার আগে কয়েকটা জিনিস জেনে থাকলে বুঝতে সুবিধা হবে। প্রথমে আসি ভারতীয় সংবিধানের 266 নম্বর ধারা ।এখানে কনসোলিডেটেড ফান্ডের কথা বলা আছে ।

এখন প্রশ্ন হচ্ছে এই কনসোলিডেটেড ফান্ড( consolidated fund )কি?

 কনসোলিডেটেড ফান্ড( consolidated fund ) হলো সরকার যে পরিমাণ টাকা উপার্জন করে ট্যাক্স থেকে ও বিভিন্ন প্রকার ধার থেকে এটা হল বার্ষিক আর্থিক যে স্টেটমেন্ট থাকে তার একটি অংশ অপর দুটি অংশ হলো কন্টিনজেন্সি ফান্ড ও পাবলিক একাউন্ট।

 what is consolidated fund of India?

 The revenue generated generated from direct taxes and indirect taxes, corporate taxes, asset sale, earning from state-run companies etc is the consolidated fund of India. 

Sources of consolidated fund 

  • revenue generated from direct taxes such as income tax corporate tax etc , 

  • revenue generated from divident and profit from PSUs,

  • money earned from governments general services,

  •  disinvestments Debt repayment

  • Loan recoveries 

Contingency Fund

 এরপর আসি কন্টিজেন্সি ফান্ডের কথায় ৷ কন্টিজেন্সি ফান্ডে তৈরি করা হয়েছিল কোন বিপর্যয় বা জরুরি  খরচা বহন করার জন্য ৷ এটির কথা সংবিধানের 267 নম্বর ধারায় উল্লেখ করা আছে ৷ এটি আধার বর্তমানে 500 কোটি টাকা৷ this fund is built to meet unexpected or unforeseen expenditure

Public Accounts

পাবলিক একাউন্ট এই ফান্ড টি কনসোলিডেটেড ফান্ডের ব্যতীত অন্যান্য যেসব সরকারি উপার্জন হয় তা দ্বারা গঠিত যেমন ব্যাংক সেভিং একাউন্ট বিভিন্ন বিভাগের ক্ষুদ্র সঞ্চয় প্রকল্প প্রভিডেন্ট ফান্ড পোস্টাল ইনসিওরেন্স ইত্যাদি 

All other public money which are not included in consolidated fund are credited to  public accounts.

 This includes 

  • Bank savings accounts of different departments or  Ministries National Small savings fund

  •  National investment fund 

  • Provident fund ,

  • postal insurance etc


অন্যান্য রাজ্যের মতন আমাদের পশ্চিমবঙ্গের সরকারি আয় ব্যয়ের জন্য এই তিনটি ফান্ড আছে কনসোলিডেটেড ফান্ড, কন্টিজেন্সি ফান্ড ও পাবলিক একাউন্ট |

All monies, receipts and disbursements made by the government are divided into the following three parts, in accordance with the provisions contained in Art. 266 & 277 of the Constitution of India; 

  •  Consolidated Fund of the State 

  • Contingency Part of the State

  •  Public Account of the State 


 Consolidated Fund of the State: The Fund is divided 

into the following three divisions: 

  • Revenue 

  •  Capital 

  • Debt, comprising public debt, loans and advances and inter-state settlements. 


Contingency Fund of the State—Part II of the Accounts records transactions relating to the Contingency Fund which is in the nature of an imprest placed at the disposal of Governor for meeting urgent unforeseen expenditure pending authorization from the Legislature. 


Public Account—

The "Public Account" incorporates transactions in respect of which Government functions as a banker, and incurs a liability to repay the moneys 

received or has a claim to recover the amount paid as distinct from transactions relating to the receipts and disbursements on revenue, capital and loan accounts. It also includes "Suspense" and "Remittance" heads of accounts which are operated as mere adjusting heads pending eventual clearance by either transfer to the final heads of account, payment or recovery. 

In order to have an appropriate and well-defined grouping of the various transactions under Public Account, the different major heads of accounts are grouped under following broad sectors: 

  •  Small Savings, Provident Funds, etc. 

  •  Reserve Funds, 

  •  Deposits and Advances, 

  •  Suspense and Miscellaneous,

  •  Remittances, 

  •  Cash Balance. 

While the first three sectors mainly comprise of receipts and payments other than those falling under debt heads pertaining to the Consolidated Fund, the following two sectors, viz., 'Suspense and Miscellaneous' and 'remittances' consist mainly 

of adjusting heads where entries are subsequently cleared by adjustment under final heads of accounts.
