PATERNITY LEAVE

পিতৃত্বের ছুটি সহ শিশু যত্নের ছুটি:


 👉শুধুমাত্র পুরুষ সরকারী কর্মচারীরা ৩০ দিনের জন্য দুই সন্তানের যত্ন নেওয়ার জন্য পেতে পারেন।


 👉এই ছুটি প্রসবকালীন সময়ে এবং সন্তানের 18 বছর বয়স পর্যন্ত নেওয়া যেতে পারে।


 👉এই ধরনের ছুটি অন্য যে কোনও ধরণের ছুটির সাথে combine করা যেতে পারে।

MEMORANDUM


Sub:Grant of Paternity-cum-Child Care Leave for 30 days to the male State Government employees and employees of Panchayat Raj & other Local Bodies, Boards, sponsored/non-Govt aided Schools & Colleges, State aided Universities and Companies, Corporations, Undertakings etc.




Introduction of Paternity-cum-Child Care Leave to the male State Government employees and such employees of Panchayat Raj & other Local Bodies, Boards, sponsored/non-Govt. aided Schools & Colleges, State aided Universities and Companies, Statutory Bodies, Undertakings and Corporations which are funded wholly or partially by the State Government was under active consideration of the Government for some time past. 

2. Now, after careful consideration of the matter the Governor has been pleased to decide that all male State Government employees as well as such employees of the bodies, boards, educational institutions, entities etc. as above with less than two surviving children will be allowed Paternity-cum-Child Care Leave for 30 days in the following manner.


i) Such leave may be availed of during child birth and upto the age of 18 years of the child.


ii) During such leave he will be paid leave salary equal to the pay drawn immediately before proceeding on leave. 

iii) Such leave can be combined with leave of any other kind. 

 iv) This will not be debited against the leave account.


3. Necessary amendment in the West Bengal Service Rules. Part-I will be made in due course. In case of Panchayat Raj & Local Bodies. Boards, sponsored/non-Govt. aided Schools & Colleges ete. as above, the concerned Administrative Department will take steps for amendment in the relevant leave rules or regulations or bye-laws as applicable.


4. This order will take immediate effect.

GPF or General Provident Fund

  GPF ( General Provident Fund) 💠গ্রুপ এ,বি, সি কর্মীদের ক্ষেত্রে জিপিএফ একাউন্ট মেনটেন  করে এজি বেঙ্গল ও  গ্রুপ-ডি কর্মীদের জিপিএফ মেনটেন করা হয় হেড অফিসে বা সংশ্লিষ্ট কর্মীর সদর দপ্তরে। 👉G.P.F. A/c is maintained by A.G. W.B. for Gr. A. B and C employees. Head of office maintains the G.P.F. a/c. of Gr. D. Staff. Under G. 0. No. 12469-F Dt. 18.12.92. Gr. D contingency staff employed on whole time basis throughout the year and getting pay in regular time-scale plus allowances as admissible with incremental benefits may come under the purview of G.P.F. Rules.  👉 The existing system of maintaining G.P.F. A/C of Gr. D employees will not change merely on appointment/ admission to higher grade pay scale within the same category of Gr-D posts-until they change their status to higher posts belonging to Gr. Half pay leave and Commuted Leave

  Rule 173 (1) of West Bengal Service Rules Part 1 অর্ধবেতন ছুটি (Half-pay leave)  👉কর্মচারীর এক বছর চাকরিকাল সম্পূর্ণ হলে ২০ দিন অর্ধবেতন ছুটি তার লিভ অ্যাকাউন্টে জমা হয়। এখানে বছর বলতে বােঝায় ৩৬৫ দিন ধরুন, একজন কর্মচারী ১০ এপ্রিল চাকরিতে যােগদান করেছেন, পরের বছর ১০ই এপ্রিল তাঁর অর্ধবেতন ছুটির অ্যাকাউন্টে ২০ দিন ছুটি জমা হবে। ১.৭.২০০১ থেকে প্রতিটি কর্মচারীর হাপ পে লিভ অ্যাকাউন্টে প্রতি বছর ১ জানুয়ারি ১০ দিন অগ্রিম হাফ পে লিভ জমা হবে এবং ১ জুলাই অগ্রিম ১০ দিন হাফ পে লিভ জমা হবে। এখানে উল্লেখ্য, ১ ক্যালেন্ডার মাস সম্পূর্ণ চাকরি হলে প্রতি মাসের জন্য ৫/৩ দিন ছুটি জমা হবে। যদি কেহ ১ জানুয়ারি চাকরিতে যােগদান করেন সেক্ষেত্রে ১ জানুয়ারি তাঁর অর্ধবেতন ছুটি জমা হবে ১০ দিন; কিন্তু যদি তিনি ২ জানুয়ারি চাকরিতে যােগদান করতেন সেক্ষেত্রে অগ্রিম অর্ধবেতন ছুটি জমা হত ৮.৩৩ দিন অর্থাৎ ৮ দিন (Fraction of the day shall be rounded off in the nearest day)। (G.O. Difference between GD and FIR

  GD বা General Diary এবং FIR বা First Information Report এই শব্দ গুলির সঙ্গে আমরা সকলেই কম বেশী পরিচিত ৷ এই দুটি জিনিস একনয় ৷ আসুন দেখে নেওয়া যাক GD ও FIR এর মধ্যে পার্থক্য ৷ 👉GD বা General Diary হল এমন একটি বই ( সাধারনত ১০০টি পাতা থাকে) যাতে একটি থানার প্রতিটি ঘটনার বিবরন থাকে ৷ যেমন সংশ্লিষ্ট থানার পুলিশ কর্মীদের যাওয়া আসা , চার্জগ্রহন, আসামীর অ্যারেস্ট ইত্যাদি দৈনন্দিন কাজকর্মের বিবরণ থাক GD Book এ ৷ এটি থানার কর্মীদের দ্বারা Maintain করা হয় ৷ 👉 FIR বা First Information Report হল এমন একটি লিখিত বিবরণ যা যে কোনো সূত্র থেকে পাওয়া তথ্য ৷ FIR এ অভিযোগীকারী বা তথ্য প্রদানকারী সহি বা LTI থাকবে ৷ ৷ FIR এর একটি কপি সংশ্লিষ্ট ব্যক্তিকে বিনামূল্যে প্রদান করা হয়৷ অরিজন্যাল FIR টি কোর্টে পাঠানো ও একটি নির্দিষ্ট কেস শুরু হয় ৷ 👉Police Act ধারা 88 এ GD বিষয়টি উল্লেখ আছে। FIR এর বিষয়টি ফৌজদারী কার্যবিধি ( CrPC) ধারা ১৬২ তে উল্লেখ আছে ৷ 👉 GD is a record of all important events which take place in a police station. e.g arrival and departure of police staff, handing over and taking over of c...
